BACKGROUND
The Non -Formal Education Division (NFED) of the Ministry of Education as an institution of State charged with responsibility of improving the life of the illiterates adults, especially the rural folks and the women by providing quality functional literacy and making the people effective tools for development.
Twifo Hemang- Lower Denkyira is one of the Districts situated in the Central Region of Ghana. Twifo Hemang -Lower Denkyira is boarded in the North by Upper Denkyira district, in the East by Assin North and South, to the West by the Western Region and to the South by the Cape Coast Municipality.
According to the Statistical Department of Twifo Hemang-Lower Denkyira District, the Provisional Results for the 2010 Population and Housing Census is 138,204 made up of 68,403 Males and 69,801 Females.
About 60% of the populations are involved in agriculture and petty trading. About 85% of the youths in the district capital are in illegal mining business popularly called "Galamzy". Due to this Galamzy business, there is high rate of school drop - out in the district. Not only school drop -out alone but also other social vices.
CURRENT LITERACY RATE BY GENDER
As a result of the Non -Formal Education functional literacy programme in the District, the literacy rate in the Twifo Hemang- Lower Denkyira has improved tremendously. With the Females topping the literacy classes in the District.
Despite the existence of the functional programme in the district for long, in June 2010, the District NFED embarked on sensitization programmes in the various communities, educating rural folks and women on the important to enroll on functional literacy. Also the division was able to train 20 women in employable vocational skills.

From the above tables it can be realized that the literacy level among the illiterate adults in the District is on the rise. This is as a result of the Functional Literacy classes being organized by the NFED.
ROLE OF COMMUNITIES
The communities in which the Functional Literacy classes are taking place have some roles to play. Among the roles include the followings;
1 The communities select people within the communities to be trained as facilitators.
2 Inform the communities about the need for the adult illiterates to participate in the Functional Literacy Classes.
3 Provide learning centers for the learners.
BRIEF ON DISTRICT PARTNERS
The Twifo Hemang -Lower Denkyira District Assembly has in its small way partnered the Non-Formal Education Division in some of its programmes. For instance upon several requests the Assembly has provided the NFED with an office space which the learners are using to learn how to bake bread, pie and other things. The Assembly also pays the utility bills.
Apart from the District Assembly, the World Vision International has also being extending its supporting hand to the NFED of the Ministry of Education. The World Vision International supported Twifo NFED with 8 gas cylinders with lamps which are allocated to the communities without national grade, but are on the literacy programme. Not only the cylinders but also quantity of reading materials to the institution.
The Non- Formal Education Division of the Ministry of Education is therefore appealing to NGO's and Philanthropies to come to the aid of the NFED so as to enable the institution move the literacy level in the District to a higher ground
SUPPORT SYSTEM IN THE REGION (i.e. FROM PARTNER RADIO STATION AND BOOK BOXES)
Twifo Hemang Lower Denkyira District has one radio station .The Arise FM. This station has helped the NFED in publicizing the programmes of the NFED to the general public any time the institution approaches the station. For instance it was the station that announced to the public about the on going of Adult Functional Literacy classes which currently is on going in all the communities in the Twifo Hemang -Lower Denkyira District.
Not all but also, the Information Service of the District has also being of tremendous service to the NFED by making the programmes of the NFED known to the general public.

These are some of the communities where NFED placed some of reading materials to help the members to improve upon their reading habits.
INCOME GENERATING ACTIVITIES (IGA) IN THE DISTRICT
The Non Formal Education Division of Twifo Hemang- Lower Denkyira is involved in some income generating activities in the District.
In the first place, the NFED has trained some learner groups in gari processing, snail farming, grass cutter rearing, bread making, pie, cake, bee keeping, tie and dye & die Batik and soap making. The products are sold and the monies generated are used to fund the activities of the NFED.
With the aid of the NFED two learner groups have benefited from a bank loan of 300 Ghana Cedis of which at the end of every month these groups are to pay back 40 Ghana Cedis to the bank for ten months so that the other learner groups will benefit.
It is the hope of the NFED that by three years to come, the institution will have more money to cover all the other adult literacy classes in Twifo Hemang Lower- Denkyira District.
INNOVATIONS AND THE WAY FORWARD
Twifo Hemang Lower Denkyira NFED is bringing a lot of innovations into the system in order to improve the socio-economic lives of the learners and the institution.
First among the lot, NFED is to train more learners to venture in more income generating activities like soap making, rearing of animals like grass cutter, goats, sheep, snails, gari processing, tie and dye making, so that the NFED will sell the products to generate more money to run its activities, so not to solely depend on the Central Government for money to run its programmes.
Secondly, the NFED wants to have its own canteen service in order to take orders and charge small money to generate income for the institution.
The way forward for the NFED is to get into more income generating activities so that if a money from the Central Government delays the NFED can still run its activities.
The institution is looking forward to the day that the mother ministry would come forward to release the organization of the basic school remedial classes to NFED. This would take a heavy burden from our sister institution (GES) who have to deal with million of children and again have to organize remedial classes for young adults.
SUCCESS STORIES OF TWIFO HEMANG LOWER DENKYIRA NFED.
These are some of the success stories about the NFED activities in Twifo Hemang-Lower Denkyira District.
A man by name S.M Allotey was enrolled as a learner and later become a facilitator in Akwakrom in Wamasa Zone.
Also there are a number of learners who where enrolled as learners and are now holding positions in their respective communities and churches as Local Preachers, Pastors, Community Leaders, Purchasing Clerks and so on.
Trainees from the institution's vocational programme are now opened their own chop bars and fast food enterprises. Some are also in functional decorations and catering services.

INCOME GENERATION ACTIVITY (I.G.A.) REPORT
The District received an amount of one thousand (1000) Ghana Cedis from the District Assembly as respond to the proposal written to the Member of Parliament of the area in person of Hon. Elizabeth Amoah - Tetteh with the aim of starting revolving IGA fund in our Schools in the District. The District Assembly in conjunction with the District Business and Small scale Advisory unity will be monitoring the project, whilst NFED will be the implementer.
The District also submitted two applications for funding of IGA projects in two of our schools to the regional IGA Officer through the Regional Co-ordinator.

POSTING OF STAFF
The District received one member of staff in person of Miss Sabina Arkorfu (Assistant Programme Officer). She resumed work on the 1st June 2011, and re-posted to take charge of Wamaso zone.
ACCIDENT.
On the 16th April, 2011 at exactly 6:00pm, the long-shaft of the office vehicle with registration number GV 648 V belonged to Twifo Hemang Lower Denkyira branch of NFED got removed and made the vehicle somersaulted three times damaged the whole vehicle.
The accident occurred at Ongwaso on Praso Bimpong - Egya road nearer to the railway crossing after conveying a woman in labour to from Bimpong -Egya to Twifo Praso Government hospital.
The case has been reported to the police, the police accident reports, medical report and the report from the District Transport and logistic officer have since submitted to the regional office for consideration.
