BACKGROUND OF THE MUNICIPAL INCLUDING GEOGRAPHICAL LOCATION AND POPULATION.
The people of the Komenda-Edina-Eguafo-Abrem Municipality (KEEA) have been in existence for over seven hundred (700) years. The municipal had a chequered history and rich cultural heritage. The drama of European Colonization and its attendant concomitants were initiated from the Central Region and particularly the KEEA Municipality.
The Municipal has a fantastic assemblage of culture. Elmina, the municipal capital, prides itself as the first point of call by the Europeans on their exploration tour of Africa. It had the first contact with the Portuguese in 1471. The oldest Castle in Africa, South of the Sahara, the Elmina Castle, (built by the Portuguese in 1482), is located in the municipal.
The Komenda-Edina-Eguafo-Abrem municipal is one of the forty-six (46) districts created in 1988 as part of the Decentralization Programme in Ghana. Carves out of the Cape Coast Municipal Council, the KEEA Municipal is bounded on the south by the Atlantic Ocean (Gulf of Guinea), the east by the Cape Coast Metro, the north by the Twifo Hemang-Lower Denkyira District and the West by the Mpohor Wassa East District.
Location between longitude 1020' West and 1040' West and
latitude 5005'
North and 50 North
15' North, the Municipal covers an area of 372.45 square kilometers, (145.49
square miles). Its Western border forms part of the boundary between the
Central and Western Region.

The KEEA Municipal NFED is divided into eight (8) zones which includes; Abreshia zone, Ayensudo zone, Amoanda zone, Agona zone, Berease zone, Elmina zone, Komenda zone and Kissi zone.
The office is currently managing about fourteen (14) classes of batch 16 and 17 as well as seven (7) model classes within its catchment area.

4. ROLE OF COMMUNITIES
The various communities that are covered under the national functional literacy programme of NFED in the KEEA Municipality have played a remarkable role in promoting and realization of its core objectives of establishment.
The opinion leaders such as the Traditional Authorities, Assembly members, Pastors etc. in the various communities are cardinal stakeholders in promoting the activities of NFED within the municipal. They have been instrumental in the provision of meeting places for the classes and also offer volunteers as facilitators for the entire programme.
5. BRIEF ON DISTRICT PARTNERS
Our main partner is the KEEA municipal assembly. They have been a source of support in promoting the national functional literacy programme within KEEA and its environs.
6. BRIEF ON USE SUPPORT SYSTEM IN THE REGION
(i.e. partner radio station and book boxes)
NFED - KEEA have not been able to partner any radio station in promoting and propagating its programme or activities via air. Though effort was made to ensure that this noble course is executed but to no avail due to serious financial and logistical constraints the office have been battling with for years.
The office has also supplied all classes under its jurisdiction with book - boxes. Some of the classes have successfully completed the various lessons in both primer one and two and have been therefore supplied with supplementary readers' books. The intention is to polish the neo-literates in terms of pronunciation, reading, writing and calculation.
7. STATUS OF INCOME GENERATING ACTIVITIES IN THE DISTRICT
The office was supervising two (2) IGA's then, but now only one is viable in the municipal, Amissano IGA (Gari processing / Palm kennel Extraction) and it's located at Amissano, its executives members are as follows:

The other IGA group Ankaase IGA exist but not as vibrant as Amissano IGA. Ankaase IGA group have been operating since 2003 and Amissano IGA group has been operating since 2007.
The major products are Gari and Palm kennel extraction. They started with their own money and later NFED (Headquarters) through the Regional Office came in to support them with a loan of Five Hundred Ghana Cedis (GH¢500.00) each to boost their activities. Amissano group was able to pay this amount fully and on time as agreed upon and in view of this, an amount of Five Hundred and Fifty Ghana Cedis (GH¢550.00) was given to the group on February 2011 and expected to be settled with eight (8) months. Ankaase IGA group failed to pay for the first loan due to the breakdown of their machine, due to that they were not given the second loan.
8. INNOVATIONS AND THE WAY FORWARD FOR THE DISTRICT
NFED - KEEA has eight (8) zones and the office is hoping to create more zones in about three (3) year's period. The KEEA municipality's intention for the period stated above is to establish more classes and thereby recruiting and equipping more learners with adequate knowledge in calculating, reading, writing and numeracy.
The office is planning seriously to establish more IGA's in all the classes on the ground in the municipality. The office also believes that if this is executed properly, it will go a long way to sustain the programme. This will even entice more non-literates to join the programme. The three noble personalities in the municipality ; the Member of Parliament (MP), Municipal Chief Executive and the Municipal Co-ordinating Director have agreed to help us in diverse ways to sustain the programme.

learners on Income Generating Activities.
v RURAL BANKS: they help us by providing loans to our classes who
are into Income Generating Activities
v MINISTRY OF HEALTH: they help us in our development activities in our
primers eg: Nsupa
v MINISTRY OF EDUCATION: they help us in providing classrooms for our
classes in the communities
v CHIEFS AND OPINION LEADERS: they help us in our community entry in the villages
and our programmes in the communities.
SUPPORT SYSTEMS:
Book boxes supplied by NFED to the district, boxes contain
different kinds of supplementary readers which serve as mini library to the learners and the communities as a whole.
Books in the boxes are patronize by learners and the communities to improve on their reading, standards of living and also have wide knowledge about topics in the readers. eg: " Galamsey Adwuma Ho, the above books help readers to know the merits and demerit in the supplementary readers.
INNOVATIONS / RECOMMENDATION AND THE WAY FORWARD
Considering the findings in this report, there is evidence that Non - Formal Education Division (NFED) project has an impact on the life of the communities.
The project has influence the lives of the beneficiaries positively. Members in the community can now read, write in their local language as well as calculating their cocoa proceeds and business funds etc.
In order to achieve the set target, it is recommended that this project be extended to other communities and remote villages within the district and the entire Central Region as a whole.
World Bank should try and assist the government to provide funds to enable Field Agents programme officers and programme assistant to start sensitizing other communities around to understand the emphasis on NFED. NFED initiative is to turn the fortune from their vulnerabilities and deprives nature to more sustainable livelihood condition (a step to poverty reduction).
In come Generating Activities (IGA's) which are on - going in their communities should be strengthened such that even if the projects ends, the communities / groups would be in a position to generate income to cater for their families.
NFED should use its strength in advocacy together with communities to encourage the educated persons of their communities both residence and non residence to support their communities.
